Head of Procurement CEE

The Head of Procurement is responsible for the preparation of annual and multi-year plans, from which he/she derives KPIs in alignment with the Chief Procurement Officer Regional Hub Germany to ensure the quantitative and qualitative goals of the procurement function. The area of responsibility directly includes all units that have transferred their purchasing activities to the SSC Cardif CEE, coordination within the Germany Regional Hub scope and/or for an extended area of country responsibility.

• Structure, manage and professionalize the procurement team across Cardif CEE and implement the best practices recommended by the Group
• Define and implement an action plan on local spend categories or segments, while taking into account BNP Paribas group & reginal procurement strategies
• Meet the requirements of local business stakeholders relating to all external spending based on the best cost-delivery-quality ratio, in order to ensure a sustainable competitive advantage for BNP Paribas respecting the BNPP compliance and ethical rules
• Align the local processes, tools, controls & KPIs, covering all activities initiated by procurement, with the BNP Paribas Norms and Cardif’s specificities, in particular drive remediation plans defined by the Group and Internal audit
• Ensure the convergence towards the Group Procurement Target Operating Model, actively foster change management by, among other, training relevant stakeholders in procurement processes & guidelines.
• Drive the supplier’s selection process on local spend categories or the different segmentsChallenge needs of local business
• Establish local supplier panels complying with the BNP Paribas Group & Business line risk policies
• Launch & execute tenders, select suppliers via criteria defined before tender launching.
• Negotiate prices, discounts, bonuses, payment terms, contents.
• Prepare contracts and SLA under legal and compliance rules and validation.
• Ensure that savings realization is achieved through the negotiated global or local contracts implementation and that internal customers are kept satisfied in terms of cost, quality, lead-times and service level of suppliers.
• Contribute to internal process changes or improvements that are part of the action plan or necessary for the optimization of the segment
• Contribute to cross category & cross country sourcing initiatives as well as global process and tools initiatives when applicable.
• Organisation - Reports to the Chief Financial and Actuarial Officer of Cardif CEE, Reports functionally to the Regional Hub Germany Chief Procurement Officer of BNP Paribas

• Study level: University degree at post graduate level or equivalent
• Management and Operational experience in Procurement
• Languages: Fluent Czech language, Fluent English (written and spoken), French or German is appreciated

• IT suppliers knowledge,
• Capacity to challenge the internal client needs, sense of critical analysis,
• Negotiation skills,
• Capacity for defining a procurement strategy (procurement methods and tools),
• Fluent in English (written and spoken)
• Basic knowledge in financial analysis,
